1. The nine chapters and the "Chapters 1–4 apply everywhere" rule
The NEC is built in layers, and NEC 90.3 tells you how they stack:

2026 change: older editions said Chapter 8 "stands alone" and only obeyed Chapters 1–7 where it referenced them. The 2026 text of 90.3 and Figure 90.3 put Chapter 8 in the same group as 5, 6 and 7 — "Chapters 5 through 8 may supplement or modify the requirements in Chapters 1 through 8." A question written to the old rule now has a different right answer.
Exam angle: when two rules seem to collide, the specific chapter (5–8) wins over the general chapter (1–4) for that occupancy or equipment. Questions love to test whether you know which rule governs a swimming pool, a hospital, or a hazardous location.
